Updating the SNAP-Ed Evaluation Framework

Evaluation Framework Model

The SNAP-Ed Evaluation Framework (the Framework) and Interpretive Guide help State and implementing agencies plan their programs and measure intervention effectiveness. The Framework consists of 51 indicators, including 7 FNS priority indicators. For nearly 10 years, the Framework and Interpretive Guide has been an invaluable tool for FNS, SNAP-Ed agencies, and other partners. 

FNS is committed to supporting continuous improvement in SNAP-Ed. To that end, FNS began plans to update the Framework in 2023 by engaging SNAP-Ed partners. Preliminary input suggests a need to simplify the Framework, update the evaluation tools and indicators, and provide related resources and trainings for SNAP-Ed agencies. 

This 2-year project (Fiscal Year 2025-2027) is organized into the following phases. 

  • Phase 1: Review and Assess
    • Assess the Framework by identifying opportunities, gaps, inconsistencies, and areas for improvement and clarification.
    • Examine peer-reviewed literature for new and innovative methods of evaluating and measuring the impact and outcomes of SNAP-Ed and other public health nutrition programs.
  • Phase 2: Discuss and Decide
    • (Complete) Assemble a Steering Committee of SNAP-Ed evaluation and public health experts to help set the vision of the updated Framework, develop criteria to assess indicators, identify strengths and limitations of the current Framework, and contribute to the development of questions for discussion group participants. 
    • Host virtual discussion sessions with SNAP-Ed agencies and partners to gather input on updates needed to the Framework. 
    • Analyze information and comments and update the Framework.
  • Phase 3: Dissemination and Support
    • Assess training and technical assistance needs for SNAP-Ed State and implementing agencies partners.
    • Provide technical assistance and training for SNAP-Ed agencies and other partners on the revised Framework.
    • Update systems, guidance, and other related documents.
